ଦିନକୁ ଶହ ଶହ ଟ୍ରିପ ଚୋରାଚାଲାଣ ହେଉଛି ଲୁହାପଥର, ସରକାର ହରାଉଛନ୍ତି ରାଜସ୍ୱ l

ଯୋଡା : ଲୁହାପଥରର ମୂଲ୍ୟ ବଢ଼ିବାରେ ଲାଗିଛି। ଗତ ଏକ ବର୍ଷ ମଧ୍ୟରେ ପ୍ରାୟ ୫ଗୁଣା ବୃଦ୍ଧି ଘଟି ଟନ୍‌ ପିଛା ସର୍ବନିମ୍ନ ୧୦ହଜାରରୁ ଊର୍ଦ୍ଧ୍ୱ ଟଙ୍କା ରହିଛି। ଲୁହାପଥର ମୂଲ୍ୟ ଅନ୍ତଃରାଷ୍ଟ୍ରୀୟ ବଜାରରେ ବୃଦ୍ଧି ପାଉଥିବାରୁ ଚୋରା କାରବାର ମଧ୍ୟ ବଢ଼ିବାରେ ଲାଗିଛି। ବିଶେଷକରି କେନ୍ଦୁଝର ଜିଲା ଯୋଡ଼ା ଖଣି ଅଞ୍ଚଳରେ ଖଣିଜ ଚୋରା କାରବାର ଏକ ଦୈନନ୍ଦିନ ଘଟଣାରେ ପରିଣତ ହେଲାଣି। ଚଳିତ ଜୁନ୍‌ ମାସରେ ଚୋରାଚାଲାଣ ହେଉଥିବା ୫୦ରୁ ଊର୍ଦ୍ଧ୍ୱ ବଡ଼ବଡ଼ ଟ୍ରକ୍‌କୁ ପୋଲିସ ଓ ବନବିଭାଗ ପକ୍ଷରୁ ଜବତ କରାଗଲାଣି। ଏହି ସମସ୍ତ ଚୋରା ଖଣିଜ ବୋଝେଇ ଟ୍ରକ୍‌ ପ୍ରାୟତଃ ଖଣି ଲିଜ୍‌ ସଂଲଗ୍ନ ଅଞ୍ଚଳରୁ ଧରାପଡ଼ିଛି। ଯାହାକି ଖଣି ନିର୍ଦ୍ଦେଶାଳୟର ବିନା ଅନୁମୋଦନରେ ଚାଲାଣ ହେଉଥିବା ଜଣାପଡ଼ିଛି। ବିଭିନ୍ନ ଉପାୟରେ ଖଣିଜ ପଦାର୍ଥ ଚୋରି ହେଉଥିବାରୁ ସରକାର ବହୁ ଲକ୍ଷ ଟଙ୍କା ରାଜସ୍ବ ହରାଉଛନ୍ତି। ଏନେଇ ଭୁବନେଶ୍ୱର ସ୍ଥିତ ଖଣି ନିର୍ଦ୍ଦେଶାଳୟର ବରିଷ୍ଠ ଯୁଗ୍ମ ନିର୍ଦ୍ଦେଶକ ଙ୍କୁ ପଚାରିବାରେ ସେ କହିଛନ୍ତି, ଖଣିଜ ଚୋରି ରୋକିବାପାଇଁ ରାଜ୍ୟ ସରକାରଙ୍କ ପକ୍ଷରୁ ଆଇଥ୍ରିଏମ୍‌ଏସ୍‌, ଷ୍ଟେଟ୍‌ ଲେଭଲ ଏନ୍‌ଫୋର୍ସମେଣ୍ଟ ସ୍କ୍ବାଡ୍‌ ଭଳି ଅନେକ ପଦକ୍ଷେପ ନିଆଯାଇଛି।

ଏବେ ଖଣିଜ ଚୋରା ଚାଲାଣକୁ ରୋକିବା ପାଇଁ ଆହୁରି କଠୋର ପଦକ୍ଷେପ ନିଆଯିବ ବୋଲି ସେ କହିଛନ୍ତି।

ବିଶେଷ ସୂତ୍ରରୁ ମିଳିଥିବା ସୂଚନା ଅନୁଯାୟୀ ପୁରୁଣା ଖଣି ଲିଜ୍‌ଧାରୀମାନେ ଖଣି ଛାଡ଼ିବା ସମୟରେ ନିଜର ପରିବେଶୀୟ ଅନୁମୋଦନ ଧାର୍ଯ୍ୟଠାରୁ ଅଧିକ ଖଣିଜ ଉତ୍ତୋଳନ କରିଥିବାରୁ ଏହାକୁ ଖାତା ଖତିଆନରେ ଦର୍ଶାଇ ପାରି ନ ଥିଲେ। ଏବେ ସେହି ଖଣିଜକୁ କେତେଜଣ ଖଣି ମାଲିକ ନିଜଦ୍ୱାରା ଉତ୍ତୋଳନ ହୋଇଥିବା ଦର୍ଶାଇ ବିଭାଗୀୟ ଅନୁମୋଦନ ପାଇ ବ୍ୟାପକ ଅନିୟମିତତା କରୁଛନ୍ତି। ଏପରି କି ଏକ ଖଣି କମ୍ପାନୀ ରନ୍‌ ଅଫ୍‌ ମାଇନ୍ସ(ଆର୍‌ଓଏମ୍‌) ବା ମାଟି ମିଶ୍ରିତ ଲୁହାପଥରକୁ ନିଜର ପ୍ଲାଣ୍ଟକୁ ପରିବହନ କରି ସେଠାରେ ବିଶୋଧନ ପରେ ଉନ୍ନତମାନର ଖଣିଜକୁ ନିଜ ବ୍ୟବହାରରେ ଲଗାଉଛି। ନିୟମ ଅନୁସାରେ ଖଣିରେ ଏହି ବିଶୋଧନ କାର୍ଯ୍ୟ କରିବା ପରେ ଲୁହାପଥରକୁ ଶିଳ୍ପକୁ ପରିବହନ କଲେ ରାଜ୍ୟ ସରକାର ରାଜସ୍ବ ପାଇଥାନ୍ତେ। ମାତ୍ର ସରକାର ଏହି ରାଜସ୍ବରୁ ବଞ୍ଚତ୍ତ ହେଉଛନ୍ତି। ସେହିପରି ନିଜର ଶିଳ୍ପକୁ ନିଜେ ହିଁ ଖଣିଜ ପରିବହନ କରୁଥିବାରୁ ପରିବହନ ବେଳେ ଚଞ୍ଚକତା କରି ଗୋଟିଏ ଚାଲାଣରେ ଏକାଧିକ ଟ୍ରିପ୍‌ ଖଣିଜ ଚାଲାଣ କରାଯାଉଛି। ଏପରି କି ଅଧିକ ନିଲାମ ପ୍ରିମିୟମ ଦେବାକୁ ପଡ଼ିବ ବୋଲି କେତେଜଣ ଖଣି ବ୍ୟବସାୟୀ ବିନା ଅନୁମୋଦନରେ ଲୁହାପଥର ଚୋରା ଚାଲାଣ କରୁଥିବା ଜଣାପଡ଼ିଛି।

ଲୁହାପଥର ମାନକୁ ନିମ୍ନମାନର ଦର୍ଶାଇ, ଉନ୍ନତମାନର ଖଣିଜ ପରିବହନ କରାଯାଉଥିବା ଘଟଣା ପୂର୍ବରୁ ନଜିର ରହିଛି। ଯୋଡ଼ା ଖଣିମଣ୍ଡଳର ବିଭିନ୍ନ ରେଳ ସାଇଡିଂ ଓ ଅନ୍ୟାନ୍ୟ ନିର୍ଦ୍ଦିଷ୍ଟ ସ୍ଥାନରେ ଲକ୍ଷଲକ୍ଷ ମେଟ୍ରିକ ଟନ୍‌ ଦାବିଦାର ନ ଥିବା ଲୁହପଥର ଓ ଚୋରା ଲୁହାପଥର ବିଭାଗ ଦ୍ୱାରା ଜବତ ହୋଇ ପଡ଼ିି ରହିଥିଲେ ହେଁ ରକ୍ଷଣାବେକ୍ଷଣ ଅଭାବରୁ ଏହା ଚୋରି ହୋଇଯାଉଛି। କେତେଜଣ ପୂବର୍ତନ ଖଣି ଲିଜ୍‌ଧାରୀ ନାମକୁ ଗୋପନ ରଖି କହିଛନ୍ତି ଯେ, ପୂର୍ବରୁ ଯେଉଁ ଖଣିରୁ ୬୨ପ୍ରତିଶତ ମାନର ଖଣିଜ ପରିବହନ ହେଉଥିଲା, ବର୍ତ୍ତମାନ ଖଣି ହାତେଇ ଥିବା କିଛି ବ୍ୟବସାୟୀଙ୍କ ଏହି ନିର୍ଦ୍ଦିଷ୍ଟ ଖଣିରୁ ଖଣିଜର ମାନ କିପରି ଶତକଡା ୫୮ ପ୍ରତିଶତକୁ ହ୍ରାସ ପାଉଛି। ଏହାର ଉଚ୍ଚସ୍ତରୀୟ ତଦନ୍ତ କରାଗଲେ ପ୍ରକୃତ ସତ୍ୟାସତ୍ୟ ଜଣାପଡ଼ିବା ସହ ସରକାର ରାଜସ୍ବ ହରାଇବେ ନାହିଁ ବୋଲି କହିଛନ୍ତି।

Similarly, as the industry itself is transporting minerals, multiple triple minerals are being shipped in one shipment at a time. Some miners have been accused of smuggling iron ore without approval, even with higher auction premiums. There has been a precedent for high-quality ore being

Millions of metric tonnes of unclaimed iron ore and smuggled iron ore were confiscated by the Department of Railways and other designated areas of the twin mines, but it is being stolen due to lack of maintenance. Some former mine leaseholders, speaking on condition of anonymity, said that the mine, which used to transport 62 percent of the mines that it used to transport, is now declining to 57 percent. "If the high-level investigation is carried out, the government will not lose revenue," he said.
