ଡିଡାଇ ଉନ୍ନୟନ ସଂସ୍ଥାର ଅନିୟମିତତା, ଉଚ୍ଚସ୍ତରୀୟ ତଦନ୍ତ ପାଇଁ ଦାବି l

ମାଲକାନଗିରି (ବ୍ୟୁରୋ ରିପୋର୍ଟ) :- ଜିଲ୍ଲାର କୁଡୁମୁଲୁଗୁମ୍ମା, କୋରକୋଣ୍ଡା ଏବଂ ଚିତ୍ରକୋଣ୍ଡାର ସ୍ବାଭିମାନ ଅଞ୍ଚଳରେ ୫୮ଟି ଗ୍ରାମରେ ଆଦିମ ଜନଜାତି ଡିଡାଇ ସମ୍ପ୍ରଦାୟର ଲୋକେ ବସବାସ କରୁଛନ୍ତି। ଏହି ସମ୍ପଦାୟର ୨୦ ହଜାରରୁ ଊଦ୍ଧର୍‌ବ ଲୋକଙ୍କ ବିକାଶ ଲାଗି ଡିଡାଇ ଉନ୍ନୟନ ସଂସ୍ଥା ଗଠିତ ହୋଇଛି। ଏହି ସମ୍ପ୍ରଦାୟର ଲୋକ ଚାଷ ଉପରେ ନିର୍ଭର କରୁଥିବାରୁ ସେମାନଙ୍କୁ ଉନ୍ନତ କିସମର ବିହନ ଯୋଗାଇବାକୁ ସରକାର ବ୍ୟବସ୍ଥା କରିଛନ୍ତି। ହେଲେ ଚାଷୀଙ୍କୁ ବିହନ ବଣ୍ଟନରେ ବ୍ୟାପକ ଅନିୟମିତା ହେଉଛି। ଏପରି କି ଚାଷୀଙ୍କ ଉଦ୍ଦେଶ୍ୟରେ ଆସୁଥିବା ବିହନକୁ ନ ବାଣ୍ଟି ନଷ୍ଟ କରାଯାଉଥିବା ସ୍ଥାନୀୟଅଞ୍ଚଳର ଚାଷୀ ପ୍ରମୁଖ ଅଭିଯୋଗ କରିଛନ୍ତି।

ଡିଡାଇ ସମ୍ପ୍ରଦାୟର ଲୋକମାନେ ମୁଖ୍ୟତଃ ଧାନ, ମାଣ୍ଡିଆ, ଅଦା, ହଳଦୀ, ସୁଆଁ, କନ୍ଦମୂଳ ଆଦି ଖାଦ୍ୟଶସ୍ୟ ଉତ୍ପାଦନ କରି ବଜାରରେ ବିକି ଚଳିଥାନ୍ତି। ଏମାନଙ୍କ ଉନ୍ନତି ନିମନ୍ତେ ଡିଡାଇ ଉନ୍ନୟନ ସଂସ୍ଥାର ଏକ କାର୍ଯ୍ୟାଳୟ କୁଡୁମୁଲୁଗୁମ୍ମାରେ କାର୍ଯ୍ୟ କରୁଛି। ଏହି ସଂସ୍ଥା ଡିଡାଇ ଅଧିବାସୀ ବସବାସ କରୁଥିବା ଗ୍ରାମକୁ ରାସ୍ତାଘାଟ ସହ ଏମାନଙ୍କ ବିକାଶ ପାଇଁ କୋଟି କୋଟି ଟଙ୍କା ଖର୍ଚ୍ଚ କରୁଛି। ଏହି ଆଦିମ ଜନଜାତିଙ୍କ ପାଇଁ ଓଡ଼ିଶା ବିକାଶ ନିର୍ବାହ ପ୍ରକଳ୍ପ(ଓପିଲିପି) ମାଧ୍ୟମରେ ୫୮ଟି ଗ୍ରାମରେ ଗ୍ରାମ୍ୟ ଉନ୍ନୟନ ସମିତି (ଭିଡିସି) କାର୍ଯ୍ୟ କରୁଛି। ହେଲେ ପ୍ରକଳ୍ପ କର୍ତ୍ତୃପକ୍ଷଙ୍କ ଉଦାସୀନତା ଯୋଗୁ ଏହି ଜନଜାତିର ଲୋକେ ଅବହେଳିତ ହୋଇ ରହିଛନ୍ତି। ଏପରି କି ଅଦା ହଳଦୀ, କନ୍ଦମୂଳ ଇତ୍ୟାଦି ବିହନ ଡିଡାଇ ଲୋକଙ୍କୁ ପ୍ରଦାନ କରା ନ ଯାଇ ଏଣେତେଣେ ଫିଙ୍ଗିବା ପରି ପକାଇ ରଖାଯାଉଛି। ଯନ୍ତ୍ରୀ ଘାଟରେ ପ୍ରାୟ ୧୪୦ ପ୍ୟାକେଟ ଅଦା, ହଳଦୀ ବିହନ ଗ୍ରାମବାସୀଙ୍କୁ ବାଣ୍ଟିବା ପାଇଁ ମାସେ ତଳୁ ରଖାଯାଇଛି। ଘାଟରେ ପଡ଼ିରହିଥିବାରୁ ଏହା ନଷ୍ଟ ହେବାକୁ ବସିଲାଣି। ତେବେ ଲୋକଦେଖାଣିଆ ଭାବେ ନାକାମାମୁଡି ଏବଂ ଅଣ୍ଡ୍ରାପାଲି ପଞ୍ଚାୟତର କେତେକ ଗ୍ରାମରେ ଅଳ୍ପ କେତେଜଣ ବ୍ୟକ୍ତିଙ୍କୁ ଏହି ବିହନ ବଣ୍ଟନ କରାଯାଇଥିବା ଜଣାପଡ଼ିଛି। ଜଣକୁ ୨/୩ କୁଇଣ୍ଟାଲ ବିହନ ଦେବାକୁ ପ୍ରଶାସନିକ ନିର୍ଦ୍ଦେଶ ଥିବା ବେଳେ ୩ ଜଣଙ୍କୁ ମାତ୍ର ଗୋଟିଏ ବସ୍ତାରେ ଅଦା, ହଳଦୀ ବିହନ ପ୍ରଦାନ କରାଯାଇଛି। ଏ ସମ୍ପର୍କରେ ଡିଡାଇର ସ୍ବତନ୍ତ୍ର ଅଧିକାରୀ ତଥା ମାଥିଲି ବିଡିଓ କିଛି ଜାଣି ନ ଥିବା କହୁଛନ୍ତି। ଏହାର ଉଚ୍ଚସ୍ତରୀୟ ତଦନ୍ତ କରିବାକୁ ସାଧାରଣରେ ଦାବି ହେଉଛି।

Didai Development Agency's irregularities, demands for a high-level investigation. 

Malkangiri (Beuro Report) : - In Kudumulugumma, Korkonda and Chitrakonda areas of Kudumulugumma in Malkangiri district, 58 villages are inhabited by the Didai community. Didai Development Agency has been set up for the development of more than 20,000 members of the community. As the people of this community depend on agriculture, the government has made arrangements to provide them with better quality seeds. However, there is widespread irregularity in the distribution of seeds to farmers. Farmers in the area have complained that the seeds are not being distributed to farmers.

 The people of the Didai community produce mainly grains such as rice, mandia, ginger, turmeric, soybeans, and tubers and sell them in the market. An office of the Didai Development Agency is working in Kudumulugumma to improve their condition. The agency is spending millions of dollars on roads along with roads to the villages where Didai residents live. The Rural Development Committee (VDC) is working in 58 villages through the Odisha Development Executive Project (OPILP) for these indigenous peoples. However, due to the indifference of the project authorities, the people of this tribe have been neglected. Even ginger turmeric, tubers, etc. are being thrown away without being handed over to the people. About 180 packets of ginger and turmeric seeds have been stored for months at Yantri Ghat to distribute to villagers. It is set to collapse as it lies in the dock. However, it is learned that the seeds have been distributed to a small number of people in Nakamamudi and some villages in Andrapali panchayat. One person was given an administrative order to give 2/3 quintals of seeds, while 3 people were given ginger and turmeric seeds in just one bag. Didi's special officer and Mathili Video said they did not know anything about it. There is a general demand for a high-level investigation into it.
