ଆଗାମୀ ପଞ୍ଚାୟତ ନିର୍ବାଚନରେ ବିଜେଡି ୨୭ ପ୍ରତିଶତ ଓବିସି ପ୍ରାର୍ଥୀ ଦେବ ।

ଭୁବନେଶ୍ବର :- ପଞ୍ଚାୟତ ନିର୍ବାଚନ ପୂର୍ବରୁ ବିଜେଡିର ଗୁରୁତ୍ୱପୂର୍ଣ୍ଣ ଘୋଷଣା । ଆଗାମୀ ପଞ୍ଚାୟତ ନିର୍ବାଚନରେ ବିଜେଡି ୨୭ ପ୍ରତିଶତ ଓବିସି ପ୍ରାର୍ଥୀ ଦେବ । ଆଜି ବିଜେଡି ଏହି ବଡ ଘୋଷଣା କରିଛି । ପଞ୍ଚାୟତ ନିର୍ବାଚନ ପାଇଁ ସରକାର କୌଣସି ଚୂଡାନ୍ତ ନିଷ୍ପତ୍ତି ନେବା ପୂର୍ବରୁ ବିଜେଡି ସୁପ୍ରିମୋ ନବୀନ ପଟ୍ଟନାୟକଙ୍କ ନିର୍ଦ୍ଦେଶକ୍ରମେ ଦଳ ଏହି ନିଷ୍ପତ୍ତି ନେଇଛି । ଆଜି ଏକ ସାମ୍ବାଦିକ ସମ୍ମିଳନୀରେ ଦଳ କହିଛି, ସାଂପ୍ରତିକ ସୁରକ୍ଷା ବ୍ୟବସ୍ଥାକୁ ଦୃଷ୍ଟିରେ ରଖି ପଞ୍ଚାୟତିରାଜ ସଂସ୍ଥାଗୁଡିକରେ ଆଗାମୀ ନିର୍ବାଚନ ପାଇଁ ଆବଶ୍ୟକ ସଂରକ୍ଷଣ ନିମନ୍ତେ ସରକାର ବିଚାର କରୁଛନ୍ତି । ଯାହାକି ସଂପ୍ରତି ବିଭିନ୍ନ ନ୍ୟାୟାଳୟର ଅନ୍ତରୀଣ ନିର୍ଦ୍ଦେଶକୁ କାର୍ଯ୍ୟକାରୀ କରିବାର ପରିଚାୟକ ହେବା ସଙ୍ଗେ ସଙ୍ଗେ ଏକ ଚୂଡାନ୍ତ ନିର୍ଯାସ ନେବାରେ ସହାୟତା କରିବ । ପ୍ରେସମିଟରେ ମନ୍ତ୍ରୀ ରଣେନ୍ଦ୍ର ପ୍ରତାପ ସ୍ୱାଇଁ ଓ ଅରୁଣ ସାହୁ ଉପସ୍ଥିତ ଥିଲେ ।

ରାଜ୍ୟ ସରକାରଙ୍କ ଏସଇବିସି ଆଇନ ୨୦୦୮ରେ ସାମାଜିକ ଓ ଶିକ୍ଷାଗତ ଅନଗ୍ରସର ବର୍ଗ ପାଇଁ ୨୭ ପ୍ରତିଶତ ସଂରକ୍ଷଣ ବ୍ୟବସ୍ଥା ରହିଛି । କିନ୍ତୁ ବିଭିନ୍ନ କୋର୍ଟର ଆଦେଶ ଦୃଷ୍ଟିରୁ ଏହା କାର୍ଯ୍ୟକାରୀ ହୋଇପାରୁନାହିଁ । ମଙ୍ଗଳବାରଦିନ ଓବିସି ବିଲ ପାର୍ଲାମେଂଟରେ ପାସ ହୋଇଛି । ଏହାଦ୍ୱାରା ରାଜ୍ୟମାନଙ୍କୁ ଓବିସି ତାଲିକା ପ୍ରସ୍ତୁତିର କ୍ଷମତା ମିଳିବ । ଏହାପରେ ବିଜେଡି ସମେତ ବିଭିନ୍ନ ରାଜନୈତିକ ଦଳ କୋଟାକୁ ୫୦ ପ୍ରତିଶତରୁ ଅଧିକ କରିବା ପାଇଁ ଦାବି କରିଛନ୍ତି । ଏ ନେଇ ବିଜେଡି ସାଂସଦମାନେ ବୁଧବାରଦିନ କେନ୍ଦ୍ରମନ୍ତ୍ରୀ ଅମିତ ଶାହାଙ୍କୁ ବି ଭେଟିଥିଲେ । ଏବେ ଓବିସିଙ୍କୁ ପଂଚାୟତ ନିର୍ବାଚନରେ ୨୭ ପ୍ରତିଶତ ସଂରକ୍ଷଣ ଦେବ ବୋଲି ଘୋଷଣା କରି ବିଜେଡି ଏକ ମାଷ୍ଟ୍ରରଷ୍ଟ୍ରୋକ ଖେଳିଛି ବୋଲି କୁହାଯାଉଛି ।

ତେବେ କେନ୍ଦ୍ରର ଓବିସି ତାଲିକା ଅନୁସାରେ ଅନ୍ୟାନ୍ୟ ପଛୁଆ ବର୍ଗର ପ୍ରାର୍ଥୀମାନେ କେନ୍ଦ୍ର ସରକାରଙ୍କ ଅଧିନରେ ଥିବା ସରକାରୀ ଚାକିରୀ ଓ ଶିକ୍ଷାନୁଷ୍ଠାନମାନଙ୍କରେ ନାମ ଲେଖାଇବାକୁ ସଂରକ୍ଷଣର ସୁବିଧା ପାଉଛନ୍ତି । ସେହିପରି ରାଜ୍ୟର ତାଲିକା ଅନୁସାରେ ସାମାଜିକ ଏବଂ ଶିକ୍ଷାଗତ ପଛୁଆ ବର୍ଗର ପ୍ରାର୍ଥୀମାନେ ରାଜ୍ୟସରକାରଙ୍କ ଅଧିନରେ ଥିବା ସରକାରୀ ଚାକିରୀରେ ସଂରକ୍ଷଣ ସୁବିଧା ପାଉଛନ୍ତି । ରାଜ୍ୟ ପଛୁଆ ବର୍ଗ କମିଶନ ଆଇନ୍ ବଳରେ ରାଜ୍ୟ ସରକାର ଚାହିଁଲେ କୌଣସି ଯୋଗ୍ୟ ଜାତିକୁ ଏସଇବିସି ତାଲିକାରେ ଅନ୍ତର୍ଭୁକ୍ତ କରିପାରୁଛନ୍ତି । ଏ ପର୍ଯ୍ୟନ୍ତ ରାଜ୍ୟର ୨୦୯ ଜାତି ଓ ଉପଜାତି ତାଲିକାରେ ଅନ୍ତର୍ଭୁକ୍ତ ହୋଇଛନ୍ତି ।

ଅନ୍ୟପକ୍ଷରେ ରାଜ୍ୟ ସରକାର କୌଣସି ଜାତିକୁ ଓବିସି ତାଲିକାରେ ଅନ୍ତର୍ଭୁକ୍ତ କରିବା ପାଇଁ ଜାତୀୟ ପଛୁଆବର୍ଗ କମିଶନଙ୍କୁ ତଥ୍ୟ ଦେବା ସହିତ ଉପଯୁକ୍ତ ଦାବି ଉପସ୍ଥାପନ କରିବାକୁ ପଡିଥାଏ । ଯଦି ତାହା କେନ୍ଦ୍ର ସରକାରଙ୍କ ଦ୍ୱାରା ଅନୁମୋଦିତ ହୁଏ ତେବେ ସେହି ଜାତି ଓବିସି ତାଲିକାଭୁକ୍ତ ହୁଏ । ଅଗଷ୍ଟ ୨୦୧୮ ମସିହା ପୂର୍ବରୁ ଆମ ରାଜ୍ୟରେ ୨୦୦ଟି ଜାତି ଏବଂ ଉପଜାତି ଓବିସି ତାଲିକା ଅନ୍ତଭୁକ୍ତ ହୋଇଛି । ସଂରକ୍ଷଣ ସୀମା ୫୦ ପ୍ରତିଶତ ଥିବାରୁ ଏବଂ ଆମ ରାଜ୍ୟରେ ଅନୁସୂଚିତ ଜାତି ଓ ଅନୁସୂଚିତ ଜନଜାତିଙ୍କ ସଂଖ୍ୟା ପ୍ରାୟ ୩୯% ଥିବାରୁ ଏସଇବିସିମାନଙ୍କୁ ମାତ୍ର ୧୧.୨୫ପ୍ରତିଶତ ସଂରକ୍ଷଣ ମିଳୁଛି ।

Bhubaneswar: - BJD's important announcement ahead of panchayat elections The BJD will field 27 per cent OBC candidates in the upcoming panchayat elections. The BJD made the big announcement today. The party took the decision on the instructions of BJD supremo Naveen Patnaik before the government took any final decision on the panchayat elections. "In view of the current security situation, the government is considering reservation in the panchayat institutions for the upcoming elections," the party said in a press conference today. "It simply came to our notice then. Minister Ranendra Pratap Swamy and Arun Sahu were present at the presidency.

 The state government's SEBC Act 2006 provides for a 27 per cent reservation for socially and socially disadvantaged sections. But this cannot be done in accordance with the orders of various courts. The OBC bill was passed in parliament on Tuesday. This will give states the power to compile OBC lists. Various political parties, including the BJD have since demanded a quota of more than 50 per cent. BJP MPs also met Union Minister Amit Shah on Wednesday. The BJD is said to have played a masterstroke by announcing that it would give the OBC 27 per cent reservation in the panchayat elections.

 However, according to the OBC list of the Center, other backward candidates are being reserved for enrollment in government jobs and educational institutions under the Central Government. According to the state list, candidates from socially and educationally disadvantaged backgrounds are eligible for reservation in government jobs under the state government. Under the State Backward Classes Commission Act, the state government can include any eligible caste in the SECC list if it so desires. So far, the state has been included in the list of 206 caste and sub-tribes.

 The state government, on the other hand, has to make appropriate claims along with providing information to the National Backward Classes Commission to include any caste in the OBC list. If approved by the central government, the caste is listed as OBC. As of August 2018, the list of OBCs in 200 races and sub-tribes in our state has been included. As the reservation limit is 50 per cent and the number of Scheduled Castes and Scheduled Tribes in our state is about 34 per cent, the SECs get only 11.25 per cent reservation.
